A Day of Hope and Second Chances: Leaders Visit Phoenix West Correctional and Rehabilitation Facility

Phoenix West Correctional and Rehabilitation Facility recently opened its doors for a visit by a distinguished group of Arizona’s state and judicial leaders, offering a powerful and deeply human look at the impact of rehabilitation and reentry efforts. 

Among those in attendance were Larry Sandigo, Director and Chief of Staff of Operations and Cabinet Affairs from the Arizona Governor’s Office; Warren Petersen, President of the Arizona Senate; Representative Laurin Hendricks of the Arizona House; and Yuma County judicial leaders, including the Honorable Judge Scarlett Harper and Hearing Officer Carly Sandoval.

One of the most impactful moments of the day came through the GEO Continuum of Care (CoC) Program, where Post Release Case Managers (PCMs) Laura Pernice and Rashod Wiggins brought the reentry process to life. Representing the CoC 24-hour call center, the two professionals had traveled to meet directly with soon-to-be-released participants and to ensure that their transitions would be supported by strong, community-based networks.

During the visit, Pernice and Wiggins sat down with two current program participants, engaging in meaningful conversations that highlighted both the challenges and the hope that define the reentry journey. These interactions provided leadership—particularly the Governor’s Office—with a clear and compelling picture of what post-release support truly looks like. It was not abstract policy; it was personal, immediate, and transformative.

Beyond the facility walls, Pernice and Wiggins also connected with several Phoenix-area resource agencies, reinforcing partnerships that are critical to long-term success. Their outreach underscored a vital truth: successful reentry does not happen in isolation. It requires coordination, trust, and a shared investment from organizations across the community.

The day concluded on a high and celebratory note with the Second Chance Program Graduation. During the ceremony, Larry Sandigo and Senate President Warren Petersen delivered heartfelt remarks to the graduates. They offered words of encouragement, recognition, and respect for the hard work it takes to change course and build a better future. Their presence sent a powerful message: that leadership at the highest levels is paying attention and stands behind efforts to create meaningful second chances.

Ultimately, the visit to Phoenix West was more than a tour—it was a reminder of what can be accomplished when policy meets purpose, and when leaders take the time to see programs in action.
